EPA is preparing to issue a manual “in the very near future” highlighting what the agency considers to be the best available technical knowledge on nutrient management in order to help regulators write water permits for concentrated animal feeding operations (CAFO), a top EPA official says.

The manual is part of the agency's broader effort to update its CAFO regulations following a May 2010 federal appeals court ruling that vacated portions of EPA's CAFO permitting rule, and a May 2010 settlement with activists that requires the agency to overhaul its CAFO rules to tighten regulation of water pollution stemming from CAFOs.
