Under the plan, released by federal Environment Minister Tony Burke in November, the world's largest marine park would be created in the area of the Coral Sea included in Australia's Exclusive Economic Zone.
The plan would forbid mining in the area and would limit recreational and charter fishing to the western side of the sea.
But Valerie Taylor, who was the first person to photograph great white sharks without a cage, said the reserve needed to restrict fishing in the entire zone.
"I've seen the changes that have occurred in our oceans over many years. Establishing a very large, highly protected marine national park in the Coral Sea would safeguard this special area just like national parks do on land," Ms Taylor said on Wednesday.
